Fan speed at 100% after fan change

Mobo: N68-VS3 FX
CPU: AMD Athlon 270 (old one), FX 4300 (new one)
Heatsink: AMD stock (old one), Deepcool Gammax 200 (new one)

So after upgrading my old CPU+cooler, I noticed the fan spins at its max speed - 2500 RPM, at all times. I know I didn't have this issue with the old stock heatsink and fan. What could be the problem?

There is an AMD Cool n' Quiet option in the BIOS, but enabling or disabling it does nothing. There are no other options relating to cpu fan speed in the BIOS.

I tried using SpeedFan, followed several different tutorials, but I couldn't get it to work automatically. I'm guessing it just doesn't support my motherboard. Although, it does let me manually lower the RPM. Any suggestions?

I bought the cooler because I hate loudness, had I known this would happen I would have bought the CPU boxed version and used the stock heatsink...

ASRock provides 2 software for fan control (http://www.asrock.com/mb/NVIDIA/N68-VS3%20FX/?cat=Download&os=All) download OC DNA and OC tuner. Form these software you may be able to control fan speed. If it does not respond then Im afraid you have to spend an extra on a PWM fan which will allow you to control fan speeds.
