So i installed my new i5 with a MSI z97 pc mate MOBO and it does not feel like i have a boost in performance at all

For example, The new FFXIV 3.0 bench mark, i scored a 6580 on 1080p Max DX11 Settings with a R9 280x and a AMD 8320e standard and stock

With the same video card and the i5, i scored a whopping 7200

While others with similar set ups are getting 10k+ scores

Full specs:
i5 4690k
Z97 PC Mate
250gb SSD
8gb ram
600w EVGA PSU
R9 280x

I set the power settings from Balanced to Performance and that changed nothing

Am i doing something wrong?

well you are (mainly)running a videobenchmark, changing to a better CPU wont give you a huge boost in fps, also, what anyman said, results shared on forums etc are mostly results after overclocking, people showing off how much they can get out of their cards

well im mainly comparing it with my old 8320e which is clocked at 3.2ghz. i have no idea how to clock this. i went into the bios and turned on the turbo boost feature but have not tested it yet

Well that's the thing this bench supposed to take the whole system and not just the video card. I have asked and people have not overclocked their systems

Example, 8350 and 280x scored a 9800 no oc

Windows exp rates my cpu at 7.6 while my video card is 7.9

I asked someone with a 970 and a 4590 and she scored a 10,340 no oc at all.

I would only upgrade graphics cards if you are gaming and feel you want more fps, or to be able to increase settings. Don't go off of points in a synthetic benchmark.

Also, you have a K processor why not overclock it. Your cpu can hit 4.2Ghz really easy without increasing voltages. (Usually)

no you'd want an aftermarket cooler. a cooler like the zalman cnps10x optime or hyper 212 evo or something alike will alow a small overclock, seeing as you're not very familiar with overclocking that should be enough, you dont want to push it to far!
