Best CPU Cooler and Thermal Pasta to a given specifications

Hello everyone,

I am building my first computer and I would like to ask for your help to choose the proper CPU cooler and thermal paste.

1) CPU Cooler:
a) Noctua NH-D14 cost 75 Euro
b) Noctua NH-U12S (single fan) cost 60 Euro
c) Cool Master Hyper 212 Evo cost 35 Euro
d) Arctic Freezer Xtreme Rev.2 cost 35 Euro
e) Arctic Cooling Freezer 13 Pro cost 40 Euro

My system has i7-4790, Gigabyte Z78X-OC Force, Corsair Vengeance DDR3-1600 CL9, 2TB Seagate Hybrid HDD, and Asus Geforce GTX 760 2GB DirectCU II-OC. The PC is just for Full-HD gaming; no 4K or Overclocking.

Which one is best cooler taking into account performance and price factors. (My budget is limited !!!). For example, I have read that NH-D14 is the best one in my list, but I also do not want to pay double the price for just only 1-2°C lower CPU temperature. Which one fit best to my case Corsair Carbide 300R Case?

2) Thermal Paste:
a) Gelid GC-Extreme
b) Noctua NT-H1
c) Arctic Mx-4

All of them cost relatively the same, but as I have understood the Gelid thermal Paste need special considerations when applied to CPU (e.g. warm up; spread over the whole CPU surface, etc…), which I am afraid I may do not have the skill for it.
Can you help me here also to choose the best thermal Paste. Do I need to consider certain things before I can apply the thermal Paste or what? Is the "P" or "Line" method to apply these thermal Paste is enough.

the noctua is better, but in my opinion not worth it's asking price (being double the price of the EVO), you're better off with the 212 EVO. Completely up to you though.

I was thinking to go with CM Hyper 212 Evo with the Gelid GC-Extreme for around 42 Euro, and use the remaining mony to expand my memorey to 12GB. But if Noctua NH-U12S is significantly better, I will go with it.
Are all fit to my case Corsiar Carbide 300R.
