Intel CPU won't go over 3ghz need help

Are you pushing it to the point where it hits 100% and needs to use 3.4Ghz? Are the temperatures ok?

What tool are you using to observe the frequency?
What load are you putting on it? If you're not running something CPU intensive, most machines will throttle down the CPU speed to save power and heat.
Can you download CPU-Z and post images of what it measures?
