Can a motherboard that shows debug codes be defective?

I recently purchased a new PC which I put together today.

The system:

Motherboard: Asrock X99 Extreme6/ac
CPU: Intel Xeon E5-1650v3 3.5 GHz
RAM: Kingston Hyper X Predator 16GB DDR4 Non ECC CL12 2400MHz (4x4GB)
GPU: EVGA nVidia GeForce GTX 980 Superclocked ACX 2.0 4GB
PSU: CoolerMaster Power Supply 750W ATX 24 pin G750M Active-PFC

I installed everything, but the motherboard's debug screen keeps showing error codes related to memory (b0, 19, 53, b7). I reinstalled the CPU and memory and cleared the CMOS multiple times, as per the manual's instructions. I also tried booting with only one of the four memory sticks (and tried will all four). No luck yet - I don't even reach the POST screen.

Could the motherboard be defective while it still shows error codes?

Please note that I don't have any other DDR4 memory sticks to try...

Memory is not recognized.
Assuming that there are no bent pins in the CPU socket, then you might not correctly insert the RAM module in the slot. With some boards, more force is required for inserting the RAMs. Make sure that both latches come in place.
If still no go, it might be that the Xeon does not work with non-ECC memory and I suggest testing an ECC one.

Hello georgetsirogiannis,

Your system is perfect, no power shortage, GPU or any other problem except the one you mentioned.

Have you installed RAMs on correct places? refer the manual as to where it should be populated.

If it is correctly arranged then click on the clear CMOS button, again refer the manual for its location.

Thank you both for answering. I've installed the sticks to the correct slots and have tried all of them in the first two slots. No luck.

But I've been told that I may need to do a BIOS update (which seems to make sense since it's a DDR4 motherboard that shipped with a manual that had instructions for DDR3, weird, I know!).

So my new question is... how can I do a BIOS update since I can't even get the monitor to show me anything?
 
The CPU is supported, so it should work without updating the BIOS.

I'm still curious what code getting if no RAMs installed and with single RAM module (testing each slot).

Same thing in any case (no RAM or any of the four RAMs in any of the slots): error code 53, chassis speaker makes 3 beeps.

Anyway it could be the BIOS update thing, since the changelog on Asrock's website mentions DRAM compatibility improvements: http://www.asrock.com/mb/Intel/X99%20Extreme6ac/?cat=Download&os=BIOS

The thing is, I'm not sure how to reach BIOS update since the monitor doesn't even go out of standby mode (GPU fans and lights work though).

RAM placement is weird on this motherboard. Only one latch is moving, the other one is locked in place (and it's supposed to be like that, as the manual shows). But I suppose that if the moving latch comes to place, I'm ready to go.

Well, if you're right and Xeon doesn't work with non-ECC RAM, it's a lost case! That would be awful.
