Cryorig h7 if it's available where you're at, or the h5 (slightly bigger and a little more expensive). The bequiet pure rock or shadow rock are good as well. The 212 evo isn't a bad cooler, I have it on one of my 4690k's but it could have better mounting and there's still a slight bit of ram clearance issue with all 4 ram slots filled unless using low profile ram. One of the nice things about the cryorig coolers, the h5 has a slim fan and the h7 is offset so there's 0 ram clearance problems. Prices are very similar here in the u.s. but that may change if you live elsewhere. The h7 and pure rock are about the same price as the 212 evo ($30-33) and the h5 and shadow rock are around $45usd.
Just watch temps if you plan to overclock, a more budget cooler along with your ambient room temperatures may or may not allow you to reach maximum overclocks but should still do well for moderate overclocks around 4.2, maybe up to 4.4ghz. No way to tell though until you try with your particular chip (cpu lottery).
