Is crossfire 290x better than a single gtx 980?

No, The cards can spike to both 350 watts each, coming 50 watts under the psu load. But you also have your system as well. I would say minimum 850 and 1000 for safe side.

You will get much higher performance in games that support crossfire. But two 290x's will require a pretty big power supply and produce a fair amount of heat.

What will you be using your system for, and what resolution monitor(s)?

Yes, a 290x CF is the same as the r9 295x2 (the r9 295x2 is 2 tiers above gtx 980), except that the 295x2 is single slot, watercooled and has better performance.
However, instead of 290x crossfire I recommend you either buy a 295x2 due to what I previously said or do SLI with a pair of 970's, which consumes half the power of the 295x2 but has the same performance.

ok, im gonna use a hx750w plat psu, and the reason for me picking the crossfire 290xs was because it was 100 dollars cheaper, and what cames support crossfire btw?
 
^ that is a bit overkill... Your 750w PSU should be fine.

System Wattage with GPUs in FULL Stress = 603W (this is taken from the wall meaning a 550w 80% effecency PSU would pull enough from the wall to power them (~667w) ) This leaves you plenty of room on your 750w to even do overclocking (your PSU can pull about 830-850w from the wall).
