i have problem with my new PC, please help :(

so i just buy all part for my new PC include new monitor, the only thing that old is my PC case and my HDD. so i have problem with my screen when i play from Video player like VLC or when i play video from browser like Youtube,Twitch, etc. It seem like when camera moving the images shaking, I don't know this problem called what but maybe its stuttering. I already updating graphic card driver and other driver like monitor but that problem still happen. So far I have not tried to playing games.

So if you guys have solution for me, please answer :(

My Specs
Processor : Intel Core i5-4690 3.50Ghz
Motherboard : Asrock Fatal1ty Z97 Killer
Graphic Card : Asus GTX 960 2GB Strix
Memory : Corsair Vengeance Pro 2x4 GB
Power Supply : Corsair RM 550W Gold
OS : Window 7 ultimate SP1 64 bit
Monitor : Benq RL2240HE
 
Solution
Since you aren't using it, go into the BIOS and disable the on-CPU graphics to eliminate that variable.

Make sure hardware acceleration is on in VLC, Youtube should take care of itself.

Shouldn't be happening, but double check in the Nvidia control panel that Dynamic Super Resolution is off. (I don't think it applies to the desktop, but maybe it is being weird with the videos being played)

Might also want to download some updated video codecs just to be sure it isn't some conflict between that GPU and some out of date ones. Combined Community Codec Pack is one of my favorites.

- onboard graphic already off
- hardware acceleration already on by default
- DSR Factor off
- i use VLC 64 bit with 2.2.1 version

Just saying, in my previous window 7 i already have latest driver version for my GPU but i didn't uninstall it when i reinstall window 7. after reinstall window 7 i install new GPU driver but i choose express installation instead of clean installation. whether it's causing the problem ?
