external hard drive is recognized by one compute but not seen on the other?

I have two Toshiba's. One from 2014 and one from 2009. I can utilize my external device with the new one without any fuss.
However, the older computer doesn't even see the device. Any idea why this is? I'm not super tech savvy but I can follow directions easily. Any help would be greatly appreciated.

@popatim is probably right, but you can also try to re-install the USB drivers on your older computer. Just go to Device Manager and uninstall all the drivers under USB controllers, afterwards reboot and re-install the drivers from your manufacturer's website or using the driver pack CD/DVD that might have come with the computer.
Another possible solution for re-configuring the USB drivers would be using Windows Updates. Check this link: http://technet.microsoft.com/en-us/library/cc725782.aspx
I guess this procedure might help getting the external drive detected on both computers!
