Two $1300 x99 and z97 builds. Which Should I choose

The power of an i7 will exceed gaming needs for then next several years. Five year old i7s are still good to go. For gaming systems the limiting factor is almost always the GPU. There is no single modern GPU that can do 4K ultra gaming well, and, although multi-GPU solutions can benchmark well, I would not use more than two.

With the GPU that you have, you don't need the 6 core 5820k. The 4970k wont bottleneck almost any modern GPU setup. You might want to spring for a little better of a PSU if you want to add another 970 for SLI in the future. Also, you want to add the 212 EVO to the Z79 build as well. Never settle with a stock cooler.

CPU- will handle any reasonable future
Cooler, so you can overclock the snot out of it if you need to.
Motherboard will overclock very well, SLI two cards, and WiFi/Bluetooth.
Fast memory to support your snot-extracting overclock.
SSD boot an applications disk (as small as I would go)
HDD. Get bigger if you want.
GPU you selected - fine.
PSU. Very good, will handle anything you can do with this system in the future.
Case - your choice.

If you are 'really' serious about the future, a GTX 980 is worthy of consideration.

I would rather go with a 970 and consider a major re-build/refurbishment of the GPU system in about three years.
