Is there a way to stream 1080p video without the sufficient bandwidth?

What I mean by this is, can I upload 1080p video footage at it's own rate so that I don't hog all of my upload bandwidth? In simple terms I trickle upload and then once the remote server receives enough it will start playing streaming?

I have an Elgato HD60 and I want to livestream my PS3 gameplay, but 360p is awful quality and even that eats all of my upload speed of 0.8Mbps up. Is there anyway I can upload 1080p but at a specific speed? I don't care if the real-time gameplay is miles ahead of the stream video so long as it receives all of the data.

That's not going to work for streaming because the upload server would never know when it had enough without knowing the length. For now, you will either need to stream at a lower rate, or capture the video and upload to a youtube like site.
