CPU cooler recommendations?

I want a CPU cooler that worth it's price. my budget is $65.
I don't OC but my PC is very hot if i start GTA V for an hour or so.
My CPU is about 65-75c under load. i am not even overclocking!
I want the CPU cooler to be under 60 and whisper quiet. and if air cooling does not work, then i should switch to those all in one sealed liquid coolers. any good recommendations?

Noctua NHD14 or Phanteks TC14PE can usually be had on sale for around $69. $4 over but probably the 2 best coolers for performance to noise in this price range.

Less expensive I'd also suggest the Cooler Master Hyper 212 EVO at around $30.

The only Closed loop liquid cooler I've used that was reasonably quiet was the H110, and maybe the X60. But it is also...
What CPU do you have (guessing AMD)? ...assuming you have a stock CPU cooler? All you really after is a stock replacement. Since you aren't overclocking there isn't a need to spend a lot as there are a lot of inexpensive coolers out there that will work nicely for you. If you want top performance (although you don't need it) at a reasonable price, the Hyper 212 EVO is a good choice. You would also be fine with the TX3 or T4.

CM hyper 212 evo is best budget cooler, but if you want whisper quiet then best go for noctua. NH-U12 or NH-U14 single tower should be more than enough if you are not OCing (also a bit depending on your CPU TDP). If you want the best go for NH-D14 or NH-D15.

warning: AIO liquid coolers tend to be (very) loud. Especially under load they can be VERY loud (almost all of them are). Thats because they use rads with high fin density that require high RPM fans. Dont buy AIO LC if you value silence!!

Can confirm that U14S is whisper quiet and a spectacular cooler. Holds my 4690 under max synthetic load @ 52 degrees while spinning less than 300rpm. Pushed it manually to 800rpm, silent.
Liquid is loud unless it's custom loop.
