GIGABYTE GA-X99-UD3 Boot Looping several times before starting

Hello,

System:
GIGABYTE GA-X99-UD3
Intel Core i7-5820K
16GB (4 x 4GB) 288-Pin DDR4 SDRAM DDR4 2800 (PC4-22400)
AMD HD 7970 + HD 7950 Crossfire

Problem
So since I put this machine together last week the mobo POST screen has been doing a boot loop 2-5 times before actually booting. It will show the splash screen, shut down, start up, show the splash screen, etc until it finally boots.

further more I've been having very strange issues in Windows 7 and 8.1 (No dual boot, I just tried both systems) at first it seemed like a GPU issue as the driver would crash consistently and than restore itself, but now that I've done some GPU troubleshooting and re-imaging the application crashes and errors seem to point to very generic dll errors. I don't have any of the errors anymore as the whole OS got corrupted before I could save a log externally.

I'm just looking for some advise on things to try here, I plan on doing an overnight memtest when I get home, but if anyone else has some suggestions with this kind of setup I'd love to hear them,

P.S
As far as I can tell the CPU and GPU run at normal temps, the CPU passed the intel hardware test that I received from intel.

I don't think the problem is from the ram modules.
try scan the HDD for errors(BAD sectors) using a removable boot drive(like hiren's boot CD). Unstable hard drive could cause this problems.

I'll check, but it seems unlikely. I was just using the same SSD in my previous computer and had no issues with it. Unless there is a motherboard configuration that isn't playing nice with the drive.

I'll give that a go, I have a feeling I have a full weekend of testing hardware ahead of me..

Update: I've updated the the BIOS, re-installed Windows 8.1 on a brand new hard-drive and while I'm no longer having any issues with boot looping at POST, I'm still getting the same crashes.

Event: Display driver amdkmdap stopped responding and has successfully recovered.

Now I've tried using my old GPU that works just fine in my old PC and that still has the same problem. I've done several driver wipes and installs including another reimage of Windows 8.1.

Looking through these forums I've seen a lot of people who get the same display crash with this motherboard and CPU... Have not found any valid solutions though..
