So, I want to setup a router upstair in my house however my Modem from my isp is downstair. Is there a way I can setup the router without pulling in the WAN Cable.

Solution

The router absolutely needs to connect to the modem. There is no way around this.

So, put the router near the modem. Connect.
Then use some other tech to distribute the signal 'upstairs'.
Powerline, MOCA, WiFi. In that order of performance.

Thanks you kind sir.

what are you trying to do? generally if you setting up a router.. you are trying to route something..
if you not connecting to your modem.. what you trying to route?
You just wanting set it up as a wireless access point?
But to answer .. your question. yes.. just connect your PC to the router via a Ethernet cable (for instance) and log in to manage.

He does not specify.. but also does not specify that access to the internet is the intention.. may be he has a couple of machines upstairs and wants to play a LAN game between them? or just wants to transfer some big files.. or stream a film between them..who knows? I just answered the question.
