So to start I have a AMD 7950 I have had it for about 1 year and randomly I will get a screen with vertical lines but different times I crash the lines are different also if I am playing a game or if there is a sound playing the sound glitches out and plays over and over. Also I have tried under-clocking my GPU which worked at first for a couple hours but then it started doing it again. Also I have only been having this problem for 3 days now and I have never had a problem with it before.

Note: I have made sure that my GPU is in all the way I have checked the cables and I am for sure that it is not my monitor also when I have to hard shut down my computer I have to power it off and on until it properly starts up. This also tends to happen a lot when playing steam games.

Also Thanks in advance and any feedback is greatly appreciated.

I can't be sure, but the symptoms you describe are quite similar to those of graphics card failure. If you can, use MSI afterburner or something to see how hot it's getting. Also, the Graphics card may be in all the way, but have you tried cleaning the bus (with isopropanol or something) in case that's it. I'm sorry if your card has burnt out, but unless someone can suggest an alternative explanation, this may be what has happened.

You're welcome.
If you have a buget and want a new card recommendation, just ask.

Well i was thinking to get a 970 or 980 but i head bad things about the 970 what do you have to say about the 970?

So, the 970 issues you have heard of are mostly about VRAM. The 970 utilizes 3.5GB of fast RAM and has 0.5GB of less used, slower RAM as a sort of buffer (like CPU cache levels). The 980 will of course outperform a 970 but obviously costs much more.

If you can't afford a 980 then a 970 will still perform well, and you could even add another in SLI for some massive power (you'd need to check your PSU, Motherboard, CPU e.t.c) Alternatively, you could wait a while for the 980ti (basically a nerfed Titan X).

Overall, the 980 is better, but there's nothing wrong with a 970.
