So I've took apart my computer for it's monthly clean up to remove dust and clean the fans, recently been wanting to upgrade some components the graphics card and add more ram, I'm running two 8 gb ram cards, I've took one out so I can see the name/number more clearly to look it up, I've placed it back in the way it was started the comp up and now it's only running 8 GB ram instead of it's total 16, did I ruin the card by taking it out?

What motherboard? From the above we know that you have an Asus motherboard (BIOS 1503 dated 11/14/2012) with 16GB of memory and only 8GB is recognized. Does your motherboard have 2 or 4 memory slots? If only one module is installed, is it detected in all slots?

I have 4 memory slots, and I don't know I Haven't taken any of the other cards out to see if it picks it up, i've left the second card in the way it was and I only took the one out. I'll re-try it again and see how it goes if I haven't put it in properly.
