How to Wipe PC completely?

I purchased an OEM Win 7 key for a new build and had trouble finding a windows 7 ISO. I installed windows 7 without checking the authenticity of the ISO (Silly I know). So now, I'm paranoid about the ISO having a virus and have decided to just get windows 8.1 as Microsoft offers the ISO.

I don't have anything on the PC as it's a new build. How do I completely wipe the PC to be safe the the ISO/OS didn't have a a virus hidden in it?

If I try clean installing Win 8.1, will this wipe any potential virus from the previously installed windows 7? Or is there a way I can just wipe everything, start off fresh, and then install the OS as if the PC were new (Preferable for my paranoia :p)

Anyone know how to the the latter? Thanks!

Edit: Will a simple anti-virus scan suffice for checking if the PC I downloaded the ISO on is infected? How can I make sure the USB is safe/free from viruses since I had put the ISO on there as well?

If you have a valid, legal Win 8.1 are want to wipe the entire drive....no problem

During the Win 8.1 install, when it asks 'where', select Custom
You will be shown all of the current partitions.
Select each partition, and Delete.
Leaving one large space.
Format, and let Windows install and create what it needs.
All traces of that previous Win 7 are gone.

A simple Full System scan with an antivirus will usually suffice (provided that it is a decent one). However if you would still like to do a clean install of Win 8.1 simply
1.) put the CD in your computer and boot from it.
2.) Click install and go through the steps until you see a list of HDDs.
3.) Select the one you would like to install on and on the bottom of the window click advanced then Format.
--This will Delete everything on the HDD so backup as needed.
4.) you now have a clean blank HDD to install windows on virus free
