I would like to have the following Specs:
Case - Mid tower
Processor ------ amd fx 8320
motherboard----- none yet ------- budget 3500-5000 php (60-90 usd)
Graphics card----- 2gb - none yet budget 4000-5600 php (100-130 usd)
Memory - -------2x 4 gb none yet budget 2500-3500 (50-70 usd )
hard drive---- 1 ssd 120 gb and 1x 1 tb hdd 6000php (130-145 usd )
Power supply ------ 650-800 watts budget 2000-3000 (40-60 usd )
Sound card ------------any
Lan card ---------any
optical drive--------- any
Monitor-----120-144hz refresh rate budget 500php ( up to 115 usd )

 
Solution
A few things:

- You won't get a 650-800W power supply for under $60. Even if you could, it would be overkill for any graphics card that costs less than $130.

- You're definitely not getting a 144Hz monitor for less than $115. And again, even if you could, a graphics card under $130 wouldn't make it worth the money.

Personally, I would change a few parts, but by going with your guidelines, here is what I suggest:

- You won't get a 650-800W power supply for under $60. Even if you could, it would be overkill for any graphics card that costs less than $130.

- You're definitely not getting a 144Hz monitor for less than $115. And again, even if you could, a graphics card under $130 wouldn't make it worth the money.

If you really want the best performance for your money, I would drop down to an FX-6300 and buy the R9 280, a significantly better card than the R7 265. Even getting an i3 and a cheap H97 board with a better graphics card would be better IMO.
