Is it safe to place a turned-on circuit board on an ESD mat?

Hi: I sometimes need to test a bare motherboard so I thought it'd be safe to place it on top my ESD mat. I wonder if it's safe, since an ESD mat is expected to conduct electricity through some resistance (so that electricity channelled to ground).
I'd welcome any clarifying thoughts.

I would avoid placing the motherboard directly on the mat when you power it up, just use the motherboard box or any other static free box/board.
