Computer and Bios only recognize 50% of each RAM

Hey all, I've been racking my brain with this one for a while. I recently upgraded my computer, keeping the windows install on my hard drive and moving it over, not sure if that makes a difference. I bought new RAM sticks to go with the upgrade, running 2 x 4GB as I was before. My problem is that not only am I only getting 4 GB of RAM... BIOS recognizes 2 sticks at 2 GB each. I have reseated the RAM multiple times, even put my old sticks in to test if the sticks were bad, still having the same very specific issue.

As far as compatibility, a friend of mine had the same motherboard and the same RAM and said he believes it was running at 8 GB, so it doesn't appear to be a hardware compatibility issue. I'm at a loss for an answer here.

A little more info, I have an ASROCK P67 Pro3 SE motherboard and am running 64-bit Windows 7. If any more information is required, let me know I'm happy to provide, I'm just looking for a solution because I can't afford a complete upgrade yet sadly!
