Graphic bug on HD 7950

I have an HD 7950 boost edition with latest drivers and I've only recently started seeing this bug, could it be the driver? I've installed this driver for GTA 5 and it was fine last night but I booted up Dirt Rally and started seeing this, is my video card dying on me?

The card is stock but it is OC'd from the manufacturer.

I have no idea what thermal throttling is but my card doesn't go passed 65 degrees, also I just booted up the game once again with MSI afterburner and the problem went away, I'm very confused.

Thermal throttling is when the card runs too hot, and turns down its own settings in order to cool itself down.

Would that happen at around 65 degrees? It's happening again in GTA 5

Also, I noticed it started happening since I've uninstalled my drivers and removed everything with CCleaner and installed the latest drivers, it never happened before then, ever.
 
Not every system likes having the latest drivers, sometimes upgrading can cause as many problems as it solves, try going back to the previous driver revision.
Also bear in mind GTAV is still new and probably in need of at least one more patch before things fully settle down. ;)
I don't think the card is failing and 65C is positively frigid for a HD7950 under load but you might want to use something like HWInfo to check the rest of the system, it's not unknown for a graphical glitch to be caused by an overheating CPU.

I was thinking the same thing with the drivers, I'll just have to wait it out or even going back to a previous driver, the issue is not making the game unplayable it just gets kind of annoying. As for the CPU temp, I used HWInfo when I was playing for a few hours last night and the CPU (FX 8350) wasn't close to overheating, I don't remember exactly what temp it was but it was fine. It's still on the very loud stock cooler and not overclocked.
