280X's showing different clock speeds

I'm new at both OC'ing and crossfire so this may be normal, but, I have 2 280X's in crossfire mode, both overclocked with MSI Afterburner to 1200MHz GPU and 1650Mhz VRAM. This is what is showing up with CPU-Z as well, but when I monitor the cards with Afterburner while gaming it shows the first card as running99% utilization @ 950MHz GPU and 1500MHz VRAM? The second card is running at 83% utilization at the correct OC speeds. What am I doing wrong? System specs are:
Mobo: ASUS M5A99FX Pro R2.0
CPU: AMD FX-8350 8XCore OC'd to 4.5GHz
GPU1: SAPPHIRE Vapor-X R9280X 3GB OC'd to 1200MHz GPU and 1650MHz memory
GPU2: ASUS R9280X-DC2T-3GD5 3GB OC'd to 1200MHz GPU and 1650MHz memory
RAM: 16GB Crucial Ballistix Tactical. 1866mhz 8CAS latency DDR3.
PSU: Raidmax 1000AE 80+Gold 1000W
Storage: Toshiba 2TB.
Case: CM Storm Stryker

It's my 2nd card that is running faster and showing less usage. Niether card has gotten above 52C so far. So I disabled crossfire, OC'd just the Sapphire card, and while running 3DMark it is showing 97% @ 950MHz, whereas my ASUS card is showing 84% @ 1200MHZ with the same test. What bother's me is this Sapphire card is suppose to be factory OC'd and it is only showing running at reference speeds. Think maybe just a bunk card?

I wonder if continuously changing OC settings was making things perform sporadically, one run would give a 90003DMark score and the next 11000 and then back to 9k with no real rhyme or reason based on OC settings, but I finally just settled on a number and restarted my computer (I know, when my computer starts acting goofy that's normally my go to but did't do it this time for some reason.) Now that I've restarted everything and I'm leaving my setting alone at that overclock everything seems to be running great. Cards not getting over 60C at around 40% fan usage and CPU isn't getting over 50ish.
So here is my OC:
Core voltage 1175mV
Power limit +20%
Core clock 1150MHz
Mem clock 1600MHz
Look about right?
My only problems now are that 3DMark is showing my RAM @667MHz? and my drivers crash at anything over 1200MHz, even tho my temp has never gotten over 64C. I appreciate all the help guys. Any ideas on how to ring a drop more out of these in the future? More than happy with it now but who knows 6 months down the road. Looks pretty good right now though.
