Seemingly random hanging on newly built system

Build:

Corsair RM1000
ASUS GTX 980 Strix
ASUS m5a99fx pro r2.0
AMD FX-9590 Vishera 4.7ghz
Corsair h100i
Corsair Vengeance 8 gb x 4
1TB HDD
512GB SSD

I guess starting from the beginning, I originally set this rig up with win 7, At first I wasn't having any problems. I got a few hangs here and there while updating windows. The problems started to increase as time went on so I did a fresh install of windows. I saw that some asus mobos were having problems with windows 7 so I installed windows 8. The hanging began to increase. I ran stress tests on my gpu and cpu and they came up fine. My drivers were updated. I ran a memtest and I installed windows on two different drives. I started to have low voltage problems so I sent my psu back and got a new one. I currently just installed it and I'm still having hangs. I'm not sure if the voltage problems lead to other hardware problems. Anytime I try to run any updates it will hang and I have to hard reset. There aren't any notable errors in the action center.

Any help would be greatly appreciated.

Do you happen to know the frequencies I should be using for this?

I currently set it to 1600 just so I could see its effects.

At 1600 it still continues to hang.
 
The RAM is at 1600 or the processor?

To limit the processor set the maximum multiplier to 20 X
That will be slightly less than the FX 8350 stock speed

For the RAM set an XMP profile with the slowest clock speeds .
You can experiment later by raising these frequencies till you have a problem ,
but for now turn everything down
