PC started acting up, I want to know whether it's software or hardware related

Hello!

About a day or two ago my PC started to become sluggish. It's not noticeable while I am browsing the internet or listening to music for example, but when I play games the difference is definitely there. I have been playing World of Tanks, Ridge Racer Unbounded and League of Legends to pass the time until my new GPU arrived. Ridge Racer Unbounded is now stuttering and the fps dropped significantly. World of Tanks stutters only when I raise the settings (I used to play at above 30 fps with low-medium settings, now it frequently drops to ~25), at minimum I see no issue whatsoever. Both of these games now run at lower fps and seem to have a harder time loading assets (in Ridge Racer I can see buildings appearing in the background sometimes, while in WoT I can see mountains and such loading when I look in their direction, all in the split of a second). League of Legends suffered no impact from what I can see and still runs at 60 fps at maximum settings, then again it's not a demanding game.

When this issue first emerged I was using Bitdefender Total Security 2015. Everything was running smooth up until that point. I though it was the antivirus, as it seemed to use up quite a lot of memory at the time and so I uninstalled it, but the problem persisted. I searched the internet for hours, but to no avail. I did a couple of tests on my RAM, CPU and the motherboard, but all passed. I also scanned my entire PC for malware and viruses, nothing out of the ordinary there. I tried disabling Windows Update and Superfetch and it still did not solve my problem. I also did a clean installation of my GPU drivers. About 6 or so months ago my monitor began flickering whenever I booted or rebooted my PC and when the resolution changed. This led me to believe that it may be the GPU failling, but I am not sure.

These are my specs:
-Intel Core i3 2100 3.1GHz
-Geforce GT 220 1GB DDR3
-Kingston 4GB RAM 1333MHz
-Asus P8H61-M LE REV3.0
-500GB Seagate 7200RPM SATA II
-Combat Power 750W, CP-750W

Is everything within normal parameters?

I am planning on doing a clean install of Windows 7 Ultimate soon either way, so if something related to the Windows has gone wrong, no problem there. But if it's related to hardware, it will probably be a while before I can get replacements, but it's good to know before something decides to fail me. I will clean the PC soon too, so if something changes afterwards, I will keep you posted.

All of this occured without any apparent reason. I did not install any new program, I did not overclock the system and I did not fiddle with the BIOS settings. When I checked the BIOS settings I saw EPU Power Saving was on, as it was for a few good years, no issue at all. Could it be the culprit though?

So issues began with your new video card, the GT 220 right? and which video card you had before? or were you using Intel's integrated one?

Increasing graphics quality also increases the usage of your RAM, and nowadays 4GB is simply not enough, WoT for example will easily use 5GB+ when playing it so maybe that's the problem.

In any case, to ensure your GPU is not the issue, stress test it with Furmark or 3DMark while monitoring its temps and voltages with GPU-Z.

I had the GT 220 for around 4 years, same as the rest of the PC. This is probably the first time I encounter this issue, and I am unsure what to make of it. I apologize for the mistake. The new card I am getting is the R7 260X. My PC is indeed dated, thus I plan to upgrade it little by little, starting with the GPU.

My problem is that it used to run well enough for all my gaming needs, but all of the sudden the frames I get in those games dropped and both started stuttering quite noticeably. All of this without me changing anything in the meantime as far as settings go for example.

I forgot to include my HDD, 500GB Seagate 7200RPM SATA II. I will edit it in the original post.

I have fixed the issue.

I cleaned all the dust I could find and then mounted the unit back up. The motherboard kept warning me of abnormal voltages which led me to beleive my PSU was dying. Eventually the PC would not start. I took out the RAM and cleaned it using an eraser and then I could turn the PC back on and the lag was gone.
