Possibly go for the 280X for that bit more power, this slightly exeeds budget:

I don't see any immediate problems, 290 is a decent card for any current games and should keep you in good standing for a while. The CPU is good, you'll only need better for high-end content creation (Bearing in mind that I edit for money with EDIUS on a 4 core 2.4)
I have a similar 650 ti BOOST and I get around 40fps on Ultra specs 1680x1050 Skyrim or mid-high specs AC Black Flag so for that sort of thing you should be fine.

Nothing wrong with memory except that it's only 1600MHZ, so if you subscribe to the whole clock-rate for gaming performance thing you may want to change it. (for more info, look here: https://www.youtube.com/watch?v=dWgzA2C61z4 )

Also, just for one small thing, you may want to swap your DVD drive out for a Blu-ray drive depending on what you want.

I will only take the optical drive for downloading Win7. I don't have a 290, i don't know if you missed click.

Sorry, mistyped, still the 280 is pretty powerful and can probably run the most intensive new games up to med-high graphics or most current games flat-out

Is it sure that it can run ultra or do you recommend me an other one?

I have two concerns. The MSI G43 isn't really a good board. It doesn't have good power phases so don't plan on putting an 8 core CPU in it. Secondly is the PSU. I would look for another series from Corsair (TX, HX, or AX) or a PSU from: Seasonic, EVGA (B2, G2), Antec, or XFX. The CX series isn't great because of the cheap internal components.

Also, don't worry about the RAM frequency. 1600 MHz is fine.

Depends on your budget, this will work, but if you have the money and want some really killer power then go for a 980 or something i suppose. If you quote me a budget I'll find you a card.

I'll put the graphics stuff this way: The 280 can pretty much any game run any game, but if you want to comfortably run titles like this: http://www.pcgamer.com/dying-light-system-requirements-are-killer/ then you may need to step your specs up gear (including CPU)

My budget is 770 Canadian dollar so take a PSU that can fit in that

Hard to say, I suppose it can't hurt. I'm quite uneducated on overclocking but it may bush it up to the power of the 8-core fx series required for top specs new games, you'd have to ask someone more knowladgeable about clocking than me. Sorry I can't help more. Just don't want to give you false info.

Also remember that this is a still a powerful machine. Our only performance doubts come from Dying Light; an unbelievably intensive, hardware melting game.

So, it won't run every game in High/Ultra settings. The previous post is incorrect. An AMD Octocore or an Intel i5 is necessary paired with a r9 290 or 970 GTX to do that.

Again, I can't reiterate this enough, the G43 isn't a good platform. It has a poor thermal design. I wouldn't overclock with it.

Don't cheap out on the motherboard or PSU.

my gtx 960 with an fx-6300 and 8 gigs ddr3 runs everything high to ultra settings. Even a crap port like watch dogs runs high with some things turned to ultra on my pc. the only game that might not run high to ultra is ac unity but even on that game it might be able to.

And that's my point. Your personal experience doesn't mean it will replicate to others. There are many games that require an i5 or 8 core FX for sustainable Ultra settings. BF4, Crysis, and even Star Citizen which requires an i7. And then there are games require 4GB to run, Dying Light, modded Skyrim, Shadow of Mordor and Evil Within.
