PC Crashing / No Signal Upon Restart -- Not overheating, can't find solution

Hello everyone, thank you for taking your time to read this.

My PC started acting up a week ago. It would crash in the middle of a game and immediately reboot itself without any error code or blue screen. When it first happened, I thought it was just an overheating problem so I dusted the PC and checked temperatures, but the temperatures seemed normal. It got a lot worse over the course of the next day (where the time it would take to crash was much faster).

I assumed it was a video card or power supply error, so I replaced them both. Everything was fine except for something weird that happened the first two days -- when I would shut down the computer it would immediately restart... but it would not send a signal to a monitor. I would have to manually shut down the computer (this no longer happens).

Now, whenever I shut down the computer and use the power button to restart it, it powers up... powers down after a few seconds (before anything displays on the screen), then powers itself up again with a blank screen (no signal). From here on out (unless I wait for a few hours), whenever I turn on the computer there is no signal. If I wait a few hours, it will boot up just fine... until I shut it down again.

My computer seems to power on fine every morning, or if I wait a bit (over an hour or so) after an issue occurs before starting it up again. But everytime I shut down the computer and restart it, it does this. I have tried many solutions and am at my wit's end. I appreciate any help towards finding a solution.

CPU: i7-4770k
GPU: GTX 960
PSU: Seasonic G 550W
RAM: DDR-1600 Team Vulcan 8Gb
MOBO: MSI CSM-H87M-G43
OS: Windows 8.1

-- Solutions I have tried: --

-- Airing out PC
-- replaced PSU and GPU, swapping between old and new
-- Onboard video
-- Memtest86 on RAM, swapping between ram sticks
-- Remounting motherboard, CPU, CPU heatsink
-- Reset CMOS battery
-- Attempt safe mode (can't seem to get into safe mode or BIOS settings, but I can enter the Boot Menu)
-- Chckdsk, monitored temps, scanned for malware

Update: I kept replugging stuff in, PC randomly started working again, but once again I shut it off, powered it back on, and there was no signal.

To be more specific of what happens: (it always happens after I shutdown and restart the computer when it works fine at first. Sometimes when I click restart on the Windows menu it will restart fine.) the computer will power up (CPU fans start spinning, Case fans start spinning, GPU fans depend on which card I'm using, mouse lights up, etc) and then everything turns off for second, and then it starts up again without a signal to the monitor.

What I mean by GPU fans is that my 460 seems to spin full speed during this time, while my 960 fans kind of spin for a second at a time. Also, onboard...

I have a feeling it is my motherboard (or possibly CPU) so I will be RMA'ing the motherboard. I hope I won't have to reinstall Windows, I don't have my code and I believe it was a one time thing but I heard 8.1 is licensed differently so maybe I won't have to get another copy. I just hope this fixes it because it's just making me incredibly irritated that I can't figure out what's wrong for certain. It's annoying that it works and then it just doesn't.
