Should I play the witcher 3 on ps4 or wait a year for my pc

Hi, I have a ps4 and a laptop with a low-end specs, a few months ago I realised that pc gaming is waaaaaaay better. however, I'm now in my final year of study and I haven't got enough money to build a pc, until july 2016 ..... my question is :
games like batman arkham knight and the witcher 3 , should I wait until I build my pc and play them in the best way possible or should I play it on ps4 ? I know that the witcher 3 on ps4 has 40 seconds loading time, 30fps and nothing compared to pc , so does it worth it ?

Depends on how bad you want it. Part of the reason I built my PC was for Witcher 3 but I love the series with a passion lol. If you wait, the games will have already been patched and drivers will be out so performance hitches will most likely be dealt with. You don't really need to play the games right on release but it's ultimately your choice. If you don't want to wait, get them on PS4. If you can be patient, then wait until you can build your PC. I never recommend buying games on release regardless.
It depends on what settings you are looking for and what plateform you prefer. If you like the ps4 and don't mind that you don't get the best graphics possible then go for the ps4. Otherwise the pc is better as the components will be a lot better than the ps4.

I actually care about graphics , that's why I want to build a pc , but my question is do you think I should wait to play these games on optimal settings or just play them on ps4 and when I have my pc completed play them again ?
