how to test if cpu is not working?

ok guys my pc stopped turning on for unknown reasons(no beep. no signal...nothing does not do anything)... there is a led light on my mobo (ASUS P5Q deluxe) and it lights up meaning power if flowing correctly... So here are the things I tried to identify the cause of the problem:
1. Removed all ram and tested one ram at a time (I have 4 ram in total)..doesn't work
2. Tested with another PSU and tested my current PSU on another computer and it works
3. removed all HDDs...doesn't work
4. Tried another GPU.. doesn't work
5. there is a power and reset button on my mobo, tried this buttons instead of the chassis power button.. does not work.

So my guess is that mobo or CPU is not good... but I don't know how to test the mobo or CPU... i don't have a spare mobo or cpu...

So my questions:
1. how to test if the mobo or cpu is faulty if i don't have a spare mobo and cpu?
2. I removed the cpu cooler and cleaned it.. Can i put it on the cpu and test it without thermal paste??

my specs:
CPU: Intel Q8200
MOBO: ASUS p5q deluxe
RAM: 2 x 2GB + 2 x 1GB kingston DDR2
PSU: 720W GIGABYTE

yeah that was my question.. how to test a mobo or CPU if i don't have a spare mobo or CPU?? I am not very willing to pay for a diagnostic :(

Now, you said LED blinks up. Can you tell us exactly which LEDs are you talking about? I'd say f your front panel LEDs are blinking then your board is powered up, does the fans spin? if yes then we might find the problem otherwise check if you have attached CPU power headers correctly or not.

Try to remove all hardware except CPU and power it on, again if fans spin then we are good to diagnose further. At final result we can conclude that board is dead or not.

I created a separate thread as I considered that the thermal paste question can be considered as a separate/more detailed discussion. (It can be distracting when there are too many questions in the same thread...so I prefer to separate them) .

Anyway, the LED is on the mobo. It does light up. Fans not working.

Okay make sure you have connected 24 PIN ATX power and 4 or 6 pin ATX supply to motherboard. the 4/6 Pin connector goes near CPU. If it isn't connected board wont even start. Now everything should just post or your board is dead(80% chances are it is). Inspect it if there's any capacitor blown up or not? In that case it's still repairable otherwise it's time to change board.
