To much ram usage at idle

Hi
When im idle the ram usage is like 60 % is it normal at windows 8.1 ? If no how can i fix it ?

For 4 or 8gb ram that can be normal.

Is it better to upgrade it to a 16gb ram ? Because i have a 4gbx2 ram.

You may want to read a bit about the improved and very intelligent Windows memory management. 60% is low! Windows should use all available ram for programs or as file cache and free some, if needed for newley loaded programs.

I habe 16gb and at the moment am using 3.5 and have 9 free. The rest is reserved for caching - loading an often used app.
