Hello, I'm looking for a decent gaming PC build that can run games like GTA V at its bare lowest at 40-60 FPS. I will just save for whatever is the best budget build that is posted so I will not post what is my budget. Please post so I can start looking for the components and hopefully play the game ASAP. Geographical location is the Philippines.

An R9 280 will run GTA V in 1080p at maximum settings (FXAA) in the FPS range you described). Mine does. So if you truly want cheapest that can do similar numbers at lower settings you can try something like this:

I'm sure it is. He can also do an FX6300. I was just trying to keep the budget as low as possible, given he seems like he may be constrained on cash. If an i5-4460 and R9 280x can be afforded I think that would be a much better route.
