Can't change processor speed using motherboard

So...this is truly weird to me. I have a z77 asus extreme4 mobo and an i5 3570k. I have had it at 4.2 ghz for a year now and decided to bump it up. I put it at 4.4 ghz and had no problem. I went up to 4.6 ghz trying some settings some one else posted and it crashed. So I went to play with the settings and noticed I have a problem. So I can type in a change in the processor speed, but when I try to load up, it will always be at 4.6 ghz. Even if I change it to 3.4 ghz. It accepts the change and attempts to run at 4.6 ghz. The uefi also freezes on me all the time so I have difficulty making changes. I have had to resort to using intel's overclocking software (which is terrible) to limit my clock speed to 4.4 ghz. I basically have to ramp up the voltage to get the computer to boot windows at 4.6 ghz and then I change it to 4.4 ghz using intel software and can pass all prime 95 tests just find albeit at a high voltage than I want. I have to keep the high voltage to be able to boot with 4.6 ghz though because my mobo will always try to run the processor at 4.6 ghz even if I change it. This is just to weird to me and I don't understand why it is doing this. Anyone have any ideas on this? I haven't found an information on this anywhere. I haven't even heard of this happening to anyone else.

For some reason I changing back to default wouldn't work properly from uefi, but when I physically pushed the button to clear CMOS I was back with a clean slate. Thanks for that. Back at 4.4 ghz and golden.
