Hi i bought a new r9 280x from ebay and it works fine until the temperature gets in the mid 60s then i start getting artifacts etc which was concerning so i searched around and it appears there was a bios released that fixes this issue.

I followed a guide so i flipped the little switch on the gpu flashed it rebooted and windows kept freezing so i flipped switch back to go back to old bios and then tried flashing broken bios again with another bios version but every time i try start ATIwinflash i get a message saying error reading from ROM.

I am stuck with 1 bios and other is broken and im not going to flash the working bios is there anyway to fix the broken bios so i can reflash it.

Down clocking the card helps a bit but still would prefer to try the new bios this is the guide i followed https://rumorscity.com/2013/12/12/msi-r9-280x-bios-update-to-fix-overheating-and-vrm-temperatures

You could try it on another computer, insert the R9 280X as a second graphics card and flash it through that. But good luck trying to find somebody who has a power supply big enough to feed two cards.

Oh, and it would be nice of those 2 cards were different from each other, it would be a disaster if you tried to flash the other persons' graphics card too.

Its kinda pathetic that this overheating issue exists the manufacturer releases a bios but its just luck if it works or not they need a proper updating facility for the gpu.
I had no idea the card would have these issues and i dont have a 2nd pc or a friend with 1.
My guess is that the bios is corrupted is there no way to simply wipe the bad bios and reflash it from the good 1.

Also i think you are misreading me the r9 r80x has 2 bios which can be switched using a little switch on the gpu itself the purpose of that is so if the new bios fails you can switch back to the original 1 and thats fine im on the original 1 now.

But my issue is that the other bios will not reflash because it is corrupted or something so now im stuck with 1 broken bios and 1 working bios but the working 1 has the overheating issues i previously mentioned.

So my question is how to get rid of the corrupted bios and reflash it with another bios to try fix the heat issues etc.

First thing you need to do is boot successfully, if you manage to do that then its a simple matter of just running the flash utility again. Do you have integrated graphics by any chance?

And not, the BIOS of the graphics card isn't a backup, its legacy BIOS, designed to boot on older motherboards. That's why it doesn't boot on a modern system.

It boots im on it now the program i used to flash it with which is called ATIwinflash says "error reading from ROM" so what i am saying is the the bios is corrupted and so how can i reflash it if the program cannot read it.

And from what i read elsewhere the gpu does have 2 bios this is exactly what it says in the guide i followed

"Each of your GPUs should have a tiny switch somewhere on it. This is the BIOS selector switch—most Radeon cards should have one. Locate this switch, and then flip it (this can be done while your rig is powered on) so that it is now in the other position. This is extremely important and acts as your safety net if anything should go wrong! If you’re unable to boot up after completing the BIOS flash, simply flip the switch back to restore your original BIOS. If you can’t locate the switch, or your video card doesn’t have one, I’d strongly urge you to abort the rest of the process. "
