Just built a new system and having issues with slowdown and texture popping in all games and slow response all over. Ran GTA5 while monitoring with HWInfo64. Core 3 went only from 800MHz to 809MHz @ 21C with 100% cpu utilization. Cores 1,2 and 4 stayed at 800Mhz with around 12% utilization@ 20C. Verified that Power Settings is at performance and all drivers and the BIOS are updated. No matter what program I run it does this. so RMA or is there a fix?
