Want to upgrade PC for 250$ CPU/Cooler/MB

Solution
My recommendation:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($125.99 @ SuperBiiz)
CPU Cooler: CRYORIG H7 49.0 CFM CPU Cooler ($34.50 @ Newegg)
Motherboard: Gigabyte GA-970A-UD3P ATX AM3+ Motherboard ($79.98 @ OutletPC)
Total: $240.47
Prices include shipping, taxes, and discounts when available

Someone will probably shout at me because I picked AMD, but it's probably the best you can get for the money. Stick them all together and get the highest overclock you can - the Cryorig cooler is really good for the price.
