Intel i7 4790 haswell + Motherboard = hard drive format + windows reinstall

So, a couple of weeks ago i bought a ASUS GTX 970 STRIX GPU, but i realize that my old AMD Phenom II x6 1100T CPU was bottlenecking it, so i decided to buy a new CPU (intel i7 4790 Haswell) and a new compatible motherboard.

My question are two:

1) Considering that i wont upgrade my PC for over 2 years, should i buy the i7 4790 or the i5 4690. I´ve reed that there is not much difference in gaming (i plan to play GTA V, The Wicher 3, etc), but new games requeire better performance in the CPU.

2) A friend told me that if i buy a new motherboard and CPU i should format my hard drive and reinstall windows. It´s this true? And what are the possible consecuences of not doing it?

The i5 is more than enough than gaming, even the cheaper i5 4460 fares great. And your friend is right, if you swap your motherboard you need to do a fresh windows install, if you don't do that is most likely that it will not boot.

But do i have to erase all my hard drive (format) or just reinstall windows?
