After refreshing I get really BAD performance.

Hey everyone. After refreshing my Windows 8.1 to remove corrupted files I get really bad performance in games now... All the settings are the same, I have the latest drivers and my power status is on high performance.

What has happened?

You need to re-install your motherboard and graphics card drivers. They got wiped when you re-installed Windows.
