Can a 750 watt psu crossfire R9 280's?

I've run 280Xs in crossfire with a 750 watt PSU without any trouble. YMMV depending on the quality of the PSU and how much power the rest of your system draws.

As long as you have a decent quality PSU, and are not doing too many other crazy things that suck up juice from your PSU, you should be good.
The vendors recommend a minimum of 850 watts, but that is because there are some crappy PSUs out there that do not always provide the continuous power that is required for heavy tasks. If these crappy PSUs can provide the power, then sometimes the degrade quickly, since they are so inefficient and use sub-standard parts, and... well, bad things happen. (Remember, between 20-80% is the sweet spot for efficiency.
