I get constant lag spikes on CS:GO and other games. Help?

When I play games like Garry's Mod (for surfing) and CS:GO, I simply cannot play. This is due to my constant lag spikes. I currently am wired and still get these lag spikes. I am not talking about FPS, but connection. What's bothering me is that whenever I get these lag spikes, my ping seems to be the exact the same. I play with a solid 20-30 ping, but when I lag, it stays the same. It doesn't get to 500 instantly like others. Please note I am only 14 years of age, and cannot really call the ISP. Even though my mother has a couple of times, it doesn't seem to be fixed.
 
Open a CMD window in the background and run a run a continuous ping to something like 8.8.8.8.

If you have a actual network problem you should see packet loss or increases in the ping times at the same point your game stalls.

Unfortunately lag spikes in games can be caused by many things, network just seems to get the blame since it is the most common.

If you see nothing in the network causing it try to leave the resource monitor run. You are looking for any unusual spikes that occur at the time your game stalls. It can be memory or cpu or even other programs running.

I find the packet loss easily after a few minutes. The spikes still occur in the resource monitor.
 
Run tracert then open multiple cmd windows and ping the first couple of hops in the trace continuously. The first hop is your router issue in this one indicate a issue in your house. The second generally represents the connection between your house and the ISP. Thing past here are in the network.
