It really depends on the CPU and if you overclock it to determine whether you should buy a heat sink. You will get better performance for tasks that involve processing or packing data like streaming or video editing if you get an i5. If you want to go for the i5 but don't want to overclock or have to have to get a heat sink then I would recommend the i5-4460. For overclocking and even more performance I would get the i5-4690K, in which you will need to buy a heat sink.

Because that's a locked CPU and you won't be overclocking it, you should be just fine with the stock cooler that it comes with as the temperature won't go too high.

With the 750 Ti you will get 60+ frames in vanilla Minecraft for sure. When it comes to steam games it depends on the game. If you play less graphic intensive games such as counter strike or vanilla Skyrim you will also get 60+ fps but other games you may not be able to get the fps you want at the highest settings.
