Amd 860k doesnt seem to increase clock multiplier

I've been trying to oc my pc but according to cpu-z and amd overdrive my clock speeds are at around 17ghz, and i dont know what im doing wrong.
my rig is
MSI A88xm gaming
AMD 860k
8 GB DDR3
evga 750ti sc

is it running at this speed continuously? or does the speed go up during a bench mark? I think you should rest your motherboard BIOS to defaults, as it looks pretty out of line.

I have the 860k myself, and I discovered what was your problem: are you actually doing a stress test with your CPU? Because it seems your voltage is way too low when working, with every part of your system, along with the frequency of the CPU VID. Disable Cool n' Quiet and C1E in the UEFI bios(I have the MSI-A88X E45) or either on load, you should see your frequency going back up
