New ram wont work with old ram

i bought some ram a year ago (G.SKILL Sniper Low Voltage Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBSR2) then bought the exact ram from the same page via order history. The old rams wafer boards are green the new rams are black. green alone works fine, black alone works fine but if i use one black with one green my computer will not display anything and turns on and off really fast 1-3 times before staying on.

Mixing DRAM is never a good idea, even the same exact model, many even buy 2 sets of 2 sticks rather than a four stick set to save a buck or two and find this out. The sticks in a given package are tested to play nice, you can pull consecutive sticks off an assembly line and the might not play. Here, you might start with 1 stick and raise the DRAM voltage to 1.45 or 1.5 (perfectly safe) then shutdown and try adding the newer DRAM

okay I understand now so how wold i go about making them work together? My RAM is 1.25v so it kinda makes me scared to increase it are you positive its safe for the ram?

so i found that my bios was setting its self so that the old rams timing was 11-11-11-28 i changed it back to the default timings and now i have all 4 sticks in working fine there are only a few things that concern me though. The tRC tRFC and tFAW readings. should i be concerned? Should i force the values to match and if so which values should I change, or just leave it be?

Old rams values: tRC:33 tRFC:208 tFAW 24
New rams values in same order: 40 130 50
