ArmA 3 Low FPS; GTX 760 SLI i7 16GB of Ram

I'm running SLI on Ultra, except the draw distance is kept at a bare minimum and FSAA is at 2x for the sake of a good 30fps.

When I start spawning a good number of troops or objects the game starts lagging, is this due to low VRAM or RAM?

i7 4770 Processor
MS-7821 Motherboard
16gb of Ram
2 760 GTX's in SLI mode
Windows 8.1

What am I missing here? my requirements are above recommended. What could make the client FPS faster?
