I will buy i5 4690k
If i turbo boost the CPU do i need after market cooler or no
otherwise i will get Cooler Master Hyper TX3
i will be not overclocking it till 4.6Ghz
i will just overclock to 3.9Ghz
Will Stock cooler maintains Temp

Also the Hyper 212x appears to be the newer version of the Hyper...

the stock cooler can handle turbo boost, might get loud on load. however, if you manually overclock your 4690k, you might wanna opt for a 3rd party cooler for better noise and heat dissipation performance. hyper tx3 is okay for stock performance and minor o.c. but not for high o.c.

i will never cross more than 3.9Ghz
 

the stock cooler might get quite loud on load. if you find the noise unbearable, an after market cooler will give you quieter operation as well as better thermal performance.
in my personal opinion, get the TX3, it'll be better regardless. if you're budget-limited, try out the stock cooler first, since you're saying that you'd never cross 3.9 GHz.

edit: getting a 3rd party cooler alone isn't enough. you're case should be good enough to exhaust the heated air outside.

Out of stock where? The internet is vast and the places to buy things from is numerous. The Hyper 212 Evo is in stock at Amazon and Newegg. Unless you live in a remote African village where your supply of goods is from the mud hut down the road, I'm sure you can get it from somewhere.
 
The stock cooler is good enough for 3.9Ghz, as that is the default boost speed, before I overclocked I turned off turbo boost and put it to a 39x multiplier, it made no difference in temps at all, I'm using the hyper 212 but it will be the same. If you're not going higher than 3.9Ghz, you don't need an aftermarket cooler.

Using the stock cooler? Around 70c while gaming, the max I'd run mine at is 70c.

70c is not so high if it goes above 70c i will buy aftermarket cooler
 

Going above 70c is okay if you're stress testing it (Maybe 80c-85c as a max while stress testing), but if it's going over 70c while gaming, you should get an aftermarket cooler.
 

what is your room/ambient temperature? the temperature delta is more important.
running at 70c with ambient temp at 20-25c has a 50-45c delta. if the room temp is at 35-40c or higher (e.g. in summer in india), that load temp will become 85-90c, and will drive the fan rpm and noise emission to the maximum.
