Another GTA V problem thread

Long story short I built a new PC (i5, 7950, SSD etc) and sold my buddy. It had Phenom II x4 @3.6ghz with a single 6850. I had another 6850 in my PC before getting the 7950 and got a solid 45-60 fps online in full matches with all the settings normal except for distance scaling was turned up. His PC would get around the same FPS but have these drastic frame drops to about 1 or 2 fps just randomly. So I am trying both GPU's together on a new windows install and the 15.4 drivers with even worse results.

FPS tops out at around 42 and avg is around 28 fps with the same random dips.

I am about to boot into safe mode and run driver sweeper.

Any help appreciated cause i am at a loss, never had crossfire give worse FPS and I don't think his CPU could really be that bad.

his build is as follows

CPU: Phenom II X4 940 C3 @3.60ghz
RAM 4gb PNY Optima
GPU: 2xHD6850
PSU: Corsair CX600
He has a HDD just for GTA V too
Current monitor is 1440x900 and settings are set to minimum (DX10, etc..) except for res
 
So - its his build your worried about? I thought it was yours.

A HD6850 runs about as well as a gtx560 - http://www.hwcompare.com/11006/geforce-gtx-560-vs-radeon-hd-6850/

So 2 HD6850s should run about as well as a R9 270x

But, especially at low resolution, the X4 940 will bottleneck them

And 4gb ram won't let you run over minimum settings.

With a good CPU, the HD6850s should be able to run as good as a R9 270x

which at 1080p and High detail will get 60fps.

At 1440x900 and low detail, it should get 80+fps.

He doesn't know much about PC's.
So you think turning up the graphics a bit would help since it would put more load on the GPU's?
Since its all unhooked and it's late I'll try it tomorrow.
I remember GTA IV very being similar.

I'm not sure you are quite right with the 4gb of ram thing, I only have 4gb of ram and am playing at very high settings (no MSAA) on my rig and it never dips below 55fps

Either way I'll update later, thanks and any other input is always welcome.
