Which one is the better RAM?

all depends on what for mate, if its for gaming then the difference will be minimal, if its for video editing,rendering and all that sort of stuff then the 2400 will be the best option. and plus, you can overclock ram a little, got mine from 1600mhz to 2133mhz with no problem.
 
Obviously faster = better... BUT, I'm assuming the faster RAM is going to cost you more money? If not, get the fastest of course.

The real question is whether it's worth paying more for the faster memory. For most use-cases memory is very rarely a bottleneck, particularly with Intel builds where the Intel memory controllers are mighty-quick. Once you get to 1866mhz, you're usually better investing the money you could have spent on faster memory into other components where it will make more of a difference.

Do you have any abnormal uses planned for the computer? Are you just gaming, watching movies, browsing, etc? If you're into content-creation you could make a case for spending more on RAM, but otherwise, put your budget elsewhere would be my advice.

Best fit for ram amount and speed depends on what you plan to use it for and the platform.

For gaming...8GB (2x4)
APU = Go fast and low latency, 2133 is the sweet spot
CPU + GPU = CAS 7-8 1600 or CAS 8-9 1866, anything higher is a waste

For video editing/rendering/coding...16gb (2x8)
Fast and low latency will give better performance in apps.
