Only 50Amps or less on a single +12V rail is required to power two GTX 980s. Measured power consumption for GTX 980 2-way SLI is only 332 watts at full load. With all other PC components it would hardly touch 650 watts. Also keep in mind either the system or the GPUs are not going to be in full load all the time. Even if that happens, you'll still have a comfortable headroom of 100+ Watts.
