PC has no beep/display but if RAM is removed I get beeps.

My PC gives me no beep nor display if everything is connected.. If I remove RAM out I get long beeps till I shut down the pc..
If the video card is unplugged I get no beeps and no display as well :(

Specs:
Graphics card: MSI R7970 / AMD Radeon HD 7900 series
Motherboard: X79A-GD65
RAM: Corsair 4gb RAM (4x4)
CPU: Intel core i7 3930k @ 3.20 GHz , 6 cores / 12 threads
CPU Cooler: ThermalTake FrioOCK
Hard drive: Seagate Barracuda Green ST1500DL003 1.5TB
PSU: Dynex™ - 520W ATX CPU Power Supply (The power supply says the peak is at 520W but the total is at 420W) weird..

I took the motherboard out of the case, plugged in only the necessary hardware such as: Hard disk drive, GPU, CPU, CPU cooler and RAM.
Should be enough for a PSU that has a "peak power" at 520W but a "total power at" 420W?

And ye.. same problem, no POST, no boot and no display (black screen).

I tried a less better gpu that cost 50$ and my computer worked withot a problem, does it mean that the graphics card dies? Or because the power supply is weak and can't run enough power to all the hardware?

That would be my guess. You should be able to find a nice PSU at a fair price, to run your rig without an issue. 2 possible options...

EVGA 500W 80+
XFX TS 550W 80+

both are non modular. I don't think you would need much of anything over 550. The XFX is the better of the 2. And the EVGA is a good budget one. I've talked to several people that have used the EVGA on builds and they love it. Before you decide on anything, make sure your video card doesn't require more power (it is AMD after all lol) and then go from there. But, by the way it sounds, I don't think your rig is getting enough power.
