CPU temperature 99 degrees!

On both my BIOS and Speccy, my CPU temp is at 99 degrees. It seems to be the reason all of my games are low fps with such a high end PC, so can anyone tell me how to reduce the temperature?

Specs:
Intel Core i7 4790
MSI Geforce 960
MSI H81M-P33
16GB RAM (1x Corsair 8GB, 1x Unknown 8GB)
Zalman Z11 Plus
1tb HDD
128GB SSD

I'm assuming you already cleaned out the dust from the fans and the inside of the system? If that doesn't work, you can replace the thermal paste (using a good quality thermal paste). This almost always fixes overheating issues, assuming your fans are spinning properly.
