Games and PC lags even with good build

I builded my PC like 3-5 months ago, but my PC is very laggy when I start it. I need to wait on the desktop for like 5 minutes so my PC wont be laggy anymore, also if it didnt work I need to restart my PC and do the same thing again. But the problem is that all new games like "Dying Light" or "Dragon Age: Inquisition" lag so hard for me, that its not even funny and its no matter what settings I use. But other games like CS:GO, BF4 or GMod dont lag at all. I just recently updated my Windows from 32 to 64 bit and all my drivers are up to date, so I think that its somehow physically in my PC. I would really appreciate your help.

PC Specs:
R9 280x, 8GB RAM, i-5 4660.

You should only have ONE anti-virus program installed. You can use an anti-malware program with it, like MalwareBytes.

I have a Norton Internet Security now, scanned my computer. I will see if it makes a difference. Thank you for replying.

I have running Steam, AMD Gaming Evolved, Skype, CCC and Spotify on startup.
