GTA IV frame rate issue

I just inherited my dad's computer when he passed away, It's an I5 3.2 ghz running at 3.8 ghz 8 GB ram an amd radeon sapphire hd 5450 1gb ddr3 ram video card and an asus h8m1-e motherboard a terabyte and half of hard-drive space.
I could play GTA IV on my last system that was an I3 with an onboard intel graphics that shared vram. So I figured with this system I would have no issues running the game and higher then low settings with a decent frame-rate yet this is not the case I am getting between 9 and 12 frames a second and even GTA V with med settings gets 20 frames a second on this system.
It is playable like there is no lag there is no sound lag or distortion this is mainly curiosity.
When the game is loading i get 60 FPS the benchmarks look great but but the reported FPS is astonishing low at 9 to 12 FPS. If I compare the game on my old system looks like it's in slow motion compared to this one not really that dramatic but should give a clear picture could GTA IV's Benchmark be wrong?
Could the Amd Evolve app also be wrong?

In any case I look forward to responses I also ran the can you run it and got high marks something just doesn't make much sense.
I wonder if anyone can recommend a different program to check the FPS that would give me 3 independent sources and allow me to get a more accurate average FPS

My condolences about your father. Its the graphics card (hd5450) that is the problem. which is simply to low end for GTA 5. But you can always upgrade the gpu as the rest of your system seems quite capable and should be able to run gta with no problem if you decide to upgrade your gpu.

That's just the issue I have with it though since my last system was using the crappiest gpu to ever exist. The hd5950 should play it with far better fps then the old integrated intel gpu. As I said this is merely curiosity I have already upgrade to a Nvidia Geforce 750ti 2gb ddr5.
